Palo Verde Nuclear Generating Station (PVNGS)
Units 1, 2, and 3 Docket Nos. STN 50-528/529/530 Motor-Operated Valve Program Inspection File: 93-180-419 The NRC is scheduled to conduct a safety-related motor-operated valve (MOV) testing arid surveillance inspection at PVNGS, during the week of October 18, 1993. This inspection is scheduled to involve 2 to 3 NRC inspectors for the week long inspection, as well as numerous PVNGS personnel required to support the inspection effort. Arizona Public Service Company (APS) has recently completed a comprehensive self-assessment
'of the PVNGS MOV Program. In accordance with NRC Inspection Procedure 40501, Licensee Self-Assessments Related to Area-of-Emphasis Inspections, it is requested that the results of this self-assessment be considered in establishing the scope of the upcoming inspection. A copy of the self-assessment report is provided as an Enclosure to this letter. This report was also provided to the NRC's Resident Inspector and the lead inspector for the upcoming inspection, shortly after it's issuance on September 21, 1993.
NRC Inspection Procedure 40501 was issued on August 12, 1993, at which time the MOV Program self-assessment was well under way. As such, all of the elements of the NRC procedure could not be followed. However, APS considers the assessment to be a high quality, comprehensive assessment which warrants consideration for reducing the scope of the upcoming inspection.
The self-assessment performed by APS was modeled after NRC Inspection Manual Temporary Instruction 2515/109, Revision 1, Inspection Requirements for Generic Letter 89-10, Safety-Related Motor-Operated Valve Testing and Surveillance. The objective of the assessment was to evaluate the implementation and overall effectiveness of the MOV 93i0200238 93iOi3 PDR 8

The issues identified in Part 1 of the MOV inspection, as documented in NRC Inspection Report 91-25, dated September 20, 1991, were included in the assessment. Additionally, inspection'reports from Part 2 inspections at other facilities were reviewed and pertinent issues were factored into the scope of the assessment.
The assessment was performed by a multi-discipline team consisting of engineers from Nuclear Engineering, Valve Services Engineering, Technical Quality Engineering and Nuclear Regulatory Affairs, and an inspector from Quality Control. In addition, two consultants with extensive MOV experience, and an MOV systems engineer from another NRC Region V utility assisted the team, providing an independent perspective. The team leader attended a Part 2 MOV inspection at another facility in preparation for the assessment. Approximately 52 man-weeks were invested in performing the assessment.
The team identified seven deficiencies, four of which are in the area of control of program data and documentation. The deficiencies did not, however, indicate that the overall MOV Program was not adequate to demonstrate the operability of MOVs. In fact, the assessment team concluded that the "technical elements and programmatic controls of the MOV Program are adequate to satisfy the requirements of GL 89-10."
Based upon this in-depth self-assessment of the MOV Program, APS requests that consideration be given to reducing the scope of the Part 2 MOV inspection-scheduled for PVNGS, in accordance with the provisions of NRC Inspection Procedure 40501.
