completed its periodic assessment

of the performance of your Palo Verde

Nuclear Generating

Station for the period from Harch

1992, through

1993.

An Overview of the Board's

assessment

is provided asSection II.A of

the enclosed Initial SALP Report.

The performance of Palo Verde was evaluated

in the functional

areas of Plant

Operations,

Radiological Controls, Haintenance/Surveillance,

Emergency

Preparedness,

Security,

Engineering/Technical

Support,

and Safety Assessment/

guality Verification.

The criteria used

by the

SALP Board in conducting this

assessment

of your

performance

are outlined in NRC. Hanagement

Directive 8.6

(NRC Hanual

Chapter

0516, Systematic

Assessment

of Licensee

Performance).

Overall, the

SALP Board found the performance of licensed activities at Palo

Verde to be acceptable

and directed

toward safe facility operation.

The Board

noted that certain observations

and the associated

recommendations

were

common

to multiple functional

areas

at Palo Verde.

These

common Board

recommendations

to APS management

are to ensure:

that all personnel

understand

the expectations

of management;

that effective'mechanisms

are put

in place to monitor the achievement

of expectations

and to provide useful

management

feedback;

that procedure quality and procedural

adherence

are

improved..and that management

foster

a free environment for raising safety

issues.

area.

The more significant of those are:

- in the Operat>ons

area, the Board

suggested

that emphasis

should

be placed

on attaining

a consistent

high level

of performance in operator requalification examinations

and in improving

command

and control in some crews; in the Radiation Protection

area,

the Board

noted

good outage

performance

and encouraged

more consistent

performance

in

day-to-day radiation protection activities;

and in the

Emergency

Preparedness

area,

the Board recommended

that the capability to effectively assemble

and

account for personnel

be demonstrated.

upon discussions

with your staff,

a management

meeting to discuss. the

results of the

SALP Board's

assessment

has

been

scheduled for 8:30 a.m.

on

August 5,

1993, at the Palo Verde site.

Arrangements

for this meeting will be

discussed

further with your staff in the near future.

In that

no functional

area

was assessed

as Category 3,

a written response

to

the enclosed initial SALP report is not required.

However, you may submit

comments

on the enclosed report, if desired,

within 30 days after the August

5

meeting.

In accordance

with 10 CFR 2.790(a),

a copy of this letter, the enclosure,

and

your response will be placed in the NRC's Public Gocument

Room.
