Units 1,2 and 3 Docket No. STN 50-528/529/530 Steam Generator Tube Evaluation File: 93-056-026 In a letter dated July 25, 1993, Arizona Public Service Company (APS) provided an assessment of the continued operation of Units 1 and 3 with potentially degraded steam generator tubes. As described in the letter and its enclosure, APS adopted administrative controls on the operation of Units 1 and 3.

These administrative controls include: 1) entering the Action Statements for Technical Specification 3.4.7 whenever the specific activity of the primary coolant exceeds 12 pCi/gm dose equivalent l-131 or exceeds 0.6 p Ci/gm dose equivalent 1-1 31 for more than 48 hours5.555556e-4 days <br />0.0133 hours <br />7.936508e-5 weeks <br />1.8264e-5 months <br /> during one continuous time interval and 2) reducing the Core Protection Calculator variable overpower trip setpoint. APS will apply these same administrative controls to the operation of Unit 2 prior to achieving criticality following the current refueling outage.

The Unit 2 operating crews are being briefed on these administrative limits along with the operating crews for Units 1 and 3.

APS will determine if these administrative limits need to be maintained and if a change to the technical specifications is required to incorporate these limits, following the next Unit 2 eddy current inspection, which willbe performed prior to exceeding approximately six months of full power operation.
