STN 50-528/529/530 Response to NRC Bulletin 93-02, Debris Plugging of Emergency Core Cooling Suction Strainers File: 93-055-026 On IVlay 11, 1993, the Nuclear Regulatory Commission (NRC) issued NRC Bulletin 93-02; Debris Plugging of Emergency Core Cooling Suction Strainers.
This bulletin notified licensees of a potential for the loss of net positive. suction head for the Emergency Core Cooling Systems (ECCS) during the recirculation phase of a loss of coolant accident (LOCA) due to the presence in containment of fibrous material that was not designed to withstand a LOCA.
The bulletin requested licensees to identify fibrous air filters or other temporary sources of fibrous material, not designed to withstand-a LOCA, installed or stored in containment.
If such material is identiTied, licensees are requested to implement compensatory
- measures, as necessary, to assure the functional capability of the ECCS and to promptly remove such material.
Arizona Public Service Company (APS) has completed an evaluation of fibrous materials inside containment.
The evaluation.did not identify any fibrous air filters or other temporary sources of fibrous material installed or stored in containment.
Temporary air filter materials are, however, used in containment during outages.
Although this air filter material is not considered fibrous, the accumulation of this material could cause sump screen blockage.
Transient material in containment, such as these filters, is procedurally controlled. From a review of the results of the containment inspection following the most recent outage for each unit, it was determined that no transient material remained in containment following the outages.

S.'Nuclear Regulatory Commission ATTN: Document Control Desk Response to NRC Bulletin 93-02 Page 2 In addition to identifying fibrous air filters and other temporary sources of fibrous material as required by the bulletin, APS also reviewed sources of fibrous material permanently installed in containment.
The largest source is installed. as sealing material in piping penetrations through the secondary and pressurizer shield walls to enable ventilation air balancing.
In addition, relatively small quantities of thermal insulation, which could be reduced to fibrous material during a LOCA, are permanently installed in containment.
These sources of fibrous material are included in the sump screen blockage engineering calculation (Calculation 13MC-SI-309). This calculation concludes the ECCS pumps will have adequate net positive suction head to perform their required safety function despite the blockage caused by the fibrous material.
Based upon the above information, APS considers the actions on this bulletin to be completed. APS is, however, evaluating the concerns identified in NRC Information Notice 93-34, Potential for Loss of Emergency Cooling Function Due to a Combination of Operational and Post-LOCA Debris in Containment, and Supplement 1
to NRC Information Notice 93-34.
This evaluation will determine if any action is required for sources of fibrous material permanently installed in containment.
