APPENDIX A NOTICE OF VIOLATION Rochester Gas and Electric Corporation R. 'E. Ginna Nuclear Power Plant

DPR-18'uring NRC inspection, on December 16-20; 1991, an apparent violation of NRC requirements was identified.

In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1991 Enforcement Policy),'that violation is listed below:

10 CFR 50.47(b)(9) requires that adequate

methods, systems, and equipment for assessing and monitoring actual or potential off-site consequences of,a radiological emergency condition be in use.

Contrary to the above, on December 18, 1991, adequate methods for on-shift assessment of the off-site consequences of a radiological emergency condition were not in use at. the Ginna Nuclear Power Plant.

Specifically, due to"lack of procedures and/or training, the Emergency Coordinator and Health Physics Technician in the Control Room, were not able to perform dose assessment for radiological releases which may result froin a steam generator tube rupture.

This is a Severity Level IV Violation (Supplement I).

Because acceptable interim procedures for declaring an appropriate emergency condition based, on associated radioactive emissions have been implemented and acceptable training in dose assessment was planned, no written reply to this violation is required.
