EMERGENCY PREPAREDNESS INSPECTION 50-244/91-28
This letter forwards the report of the December
16-20,
1991
announced
inspection of the
program for the R. E. Ginna Nuclear Power. Plant. That inspection was
conducted by Mr. L. Eckert, Mr. C. Conklin, and Mr: J. Lusher of this office. Preliminary
findings were discussed
by Mr. Eckert with you and other members of your staff.
This inspection
found that shift personnel
could not
assess
the potential
radiation
dose
consequences
of a simulated steam generator tube rupture.
That appears
to have violated the
requirement
for using adequate
methods of evaluating
the consequences
of a radiological
emergency.
However, there was proper event classification because of the discretion used by
the Emergency Coordinators, and the safety import of this condition was limited to the increased
potential for faulty classification of a fast-breaking event.
Acceptable interim procedures
were
implemented to assure proper emergency declarations based upon radioactive emissions.
Also,
appropriate training on use of the release
assessment
model was planned for January
1992.
Therefore, no written reply to the enclosed Notice of Violation (Appendix A) is required.
Except for the above noted apparent violation, we found that your emergency
preparedness
program met NRC requirements,
with several additional indicators of the potential benefit of
improved program administration and management.
