RESOLUTION OF MASONRY WALL DESIGN INTEGRITY IE BULLETIN 80-11 FOR R.

E.

GINNA As a result of IE Bulletin 80-11, "Masonry Wall Design," Rochester Gas and Electric Corporation, (the licensee) provided the Commission a description of the analysis of the masonry walls at the R.

E. Ginna Nuclear Power Plant.

The description of the analysis was submitted by letters dated July 7, November 4, 1980, January 30, 1981 and supplemented by letters dated July 13, October 14,

1984, December 19, 1985 and January 14, 1986.

In addition to addressing the masonry wall design adequacy requested in the IE Bulletin 80-11, the licensee discussed the capability of the masonry walls to withstand seismic loading specified in the Systematic Evaluation Program (SEP).

The licensee identified 56 wall panels as safety-related walls at the R.

E.

Ginna Nuclear Power Plant.

Thirty-one wall panels have been qualified on the basis of the linear elastic working stress criteria which comply with the intent of the staff acceptance criteria.

Ten wall panels have been qualified using a nonlinear analysis technique similar to the approach used in San Onofre Unit No.

1 masonry wall evaluation.

One wall panel is no longer considered safety related since its failure would not have any safety implication.

The licensee has committed to modify the remaining 14 wall panels which do not meet the staff's acceptance criteria.

The licensee's approach to the modifications consists of protecting the safety-related equipment from falling blocks.

The modification will be implemented as part of the structural upgrade which is scheduled for completion by December 1988.

The staff finds this commitment acceptable.,

Based on the above and the safety evaluation, the staff finds that the licensee has adequately addressed the concerns of IE Bulletin 80-11 and the

'review of the masonry wall design adequacy is considered complete for the R.

E. Ginna Nuclear Power Plant.

adequacy of the masonry walls at Ginna with respect to tornado loading since this matter is being addressed separately under the structural review of SEP.

A copy of our consultant's technical evaluation report (TER) and the safety evaluation are enclosed.

The material in the TER is considered to contain proprietary information and, therefore, is withheld from public disclosure per 10 CFR 2.790.

A nonproprietary version of the TER is also enclosed and is being made publicly available.

This completes our effort under TAC No. 42910.
