, RG&E COMPLIANCE WITH 10 CFR PART 50, APPENDIX R

The purpose of the meeting was for Rochester Gas

& Electric Corporation (RG&E) to present their proposal for an alternate safe shutdown plan.

The list of attendees (Enclosure

1) and a copy of the RG&E handouts (Enclosure
2) are enclosed.

RG&E presented a review of the modifications originally proposed for compliance with 10 CFR Part 50, Appendix R.

Initially the proposed modifications (which included a centralized remote operating panel, new switchgear, motor control centers etc.) for compliance with Appendix R were also expected to fulfillcertain SEP requirements.

However, SEP was completed without the need for the extensive modi-fication.

Consequently, RG&E concluded that equivalent fire protection and regulatory compliance could be provided by simpler, less expensive modi ficati ons.

The proposed alternative shutdown system approach would include items such as distributed control of shutdown functions, protection of existing

cable, and previously approved shutdown methods.

Some exemptions would also be required.

The licensee indicated that they are ready to begin the detailed design.

A schedule will be developed along with the design.

The staff noted that approval was given for implementation of an alternative safe shutdown plan in April, 1983.

In June, 1983 RG&E informally notified the staff that, after an indepth review, they wanted to propose an al-ternative plan.

Prior to that, RG&E had indicated that they would be requesting a schedular exemption.

At this time, however, there is no

J i formal documentation regarding the schedule or alternatives in the docket.

The staff recommended that a request for a schedular exemption and a

Justification for Continued Operations be submitted soon.

RGSE indicated that such an exemption request would be submitted.

They also, indicated the alternative proposal would be submitted in November, 1983.
