Dear Mr. Maier:
0>
SUBJECT:
GINNA NUCLEAR POWER PLANT - FINAL SAFETY EVALUATION REPORT FOR SEP TOPICS XV-2, SPECTRUM OF STEAM SYSTEM PIPING FAILURES; XV-12, ROD EJECTION ACCIDENTS; XV-16, FAILURE OF SMALL LINES CARRYING PRIMARY COOLANT OUTSIDE CONTAINMENT; XV-17, STEAM GENERATOR,TUBE FAILURE; AND XV-20, FUEL DAMAGING ACCIDENT INSIDE AND OUTSIDE CONTAINMENT Your letter (Maier to Crutchfield) dated November 4, 1981, transmitted comments on the subject draft SER's XV-2, XV-.12, XV-16 XV-17 and XV-20.
That letter>stated that the Ginna Technical Specifications will be re-.
)
vised to incorporate provisions to ensure iodine spike limits will not be exceeded (the integrated assessment phase will be the vehicle to accomplish this modification).
In addition your letter requested the NRC staff's technical assessments on the subject topics be revised to include the details of'he calculations, and also noted a lower atmospheric diffusion coefficient should be used in the dose calculation, A<A OAlQ. ~
HO I,
OO 03IA
, AIO It has been concluded that it is not necessary to provide the detailed calcul'ations for each topic because the methods employed are contained in the Standard Review Plans that are referenced in each topic evaluation, In addition, all input and assumptions are included in the same evaluaoo
- iion,

~~ ~$
The lower atmospheric diffusion coefficient reduces the doses at t e exclusion area boundary for all topics, but not sufficiently to change R"~'ny of the staff's original conclusions, The attached table is a summary p
4~)'f the revised doses for each topic.,
Therefore, the final disposition of sEP Topics xV-.2, xV-12, xV 16, xY 17, and xV-20, remain os transjIIitted to you in our September 24, 1981 letter, except as modified by the attached dose table.
