Re: St. Lucie Unit I Docket No. 50-335 Proposed License Amendment Reactor Coolant System - Structural Integrity ASME Code Class I 2 and 3 Com onents In accordance with IO CFR 50.90, Florida Power & Light Company (FPL) submits herewith a request to amend Facility Operating License DPR-67.

As required by IO CFR 50.55a(g), FPL updated the Inservice Inspection Program (ISI) for St. Lucie Unit I to the requirements of the l974 Edition through Summer l 975 Addenda of Section XI of the ASME Boiler and Pressure Vessel Code. This is still applicable for the first IO year Inspection Interval which ends February I I, '

988. As a result of this update, proposed Technical Specifications were submitted to NRC by FPL letters L-77-203, dated July I, l977, and L-77-29I, dated September l6, l977. Also, on September 8, l978, FPL letter L-78-295 was submitted to incorporate revisions to the program based on meetings between FPL and NRC staff in May 1978. Interim NRC approval of the FPL program was granted on December 20, I 977, however, final NRC approval is still pending.

Due to the length of time which has expired since the original ISI and Inserv'ice Testing (IST) Technical Specification proposals, and based on conversations between FPL and the NRC, revised Technical Specification submittals are being developed by FPL for both the ISI and IST programs. The revised submittals will replace those submittals which were proposed in I 977 and I 978.

The subject proposed amendment involves changes to Technical Specification 3.4.IO, RCS - Structural Integrity ASME Code Class I, 2 and 3 Components. Also, included is a change to the St. Lucie Unit I Technical Specifications, Section 4.0, Surveillance. Requirements.

A marked up copy of the affected Technical Specification pages is included as Attachment I. An Evaluation in support of the proposed amendment is included in Attachment 2. A "Determination of No Significant Hazards Consideration" is provided as Attachment 3.

U. S. Nuclear Regulatory Commission L-87-337 Page two The proposed amendment has been reviewed by the St. Lucie Facility Review Group and the Florida Power Bc Light Company Nuclear Review Board.

In accordance with 10 CFR 50.9 l(b)(l), a copy of the proposed amendment is being forwarded to the state designee for the State of Florida.

In accordance with IO CFR I70.2I, FPL Check No. 5404 is attached as remittance for the license amendment application fee for St. Lucie Unit I.

With the first IO year Inspection Interval ending February I I, l988, it is requested that NRC approve the subject proposed Technical Specification amendment by January I 5, l 988.
