Pump and Valve Test Program submitted on September 16, 1977 (L-77-291) has been revised to reflect agreements made between-Florida Power

& Light Company (FPL) representatives and NRC Staff personnel during a series of meetings at FPL corporate headquarters in early May of 1978 and during subsequent telephone conferences in late May and early June of 1978.

The revised program is enclosed for your review.

In order to incorporate the aforementioned agreements into the Technical Specifica-

tions, FPL submits herewith, in accordance with 10 CFR 50.30, three (3) signed originals and forty (40) copies of a request to amend Appendix A of Facility Operating License DPR-67.

Pa e 3/4 0-1 Specification 4.0.1 is revised (Applicability of Surveillance Requirements)

Pa e 3/4 8-1 Action statements "a" and "b" for Specification 3.8.1.1 are revised (Operability of A. C. Electrical Power Sources).

Pa e B3/4 0-2 Specification B4.0.1 is revised (Bases for Specification 4.0.1).

The enclosed program complies with the requi rements of Subsections IWP and IWV of Section XI of the 1974 edition of the ASME Code, through the Summer 1975 Addenda, with the following exceptions:

The proposed changes are the same as those submitted in September, 1977 except for following additions:

Detailed bases for our relief requests are given in Attachment B.

Please note that our current 20-month pump and valve inspection period ends March 1, 1979.

In order to avoid having to review the enclosed program again within only a few months of its submittal, we have established a new 20-month inspection period begining July 1, 1978 and ending March 1, 1980.

We request that the Commission authorize use of the enclosed program for the new period.

The FRG and CNRB have reviewed the additional proposed Technical Specifica-tion changes and have concluded that they do not involve an unreviewed safety question.

FPL considers this to be a class III amendment in accordance with 10 CFR 170.22, and according!ly. encloses a check in the amount'f
