REQUEST FOR RELIEF FROM THE ASHE CODE, SECTION XI, HYDROSTATIC PRESSURE TEST REQUIREMENTS (TAC NOS.

M85156, M85157, AND H8S158)

By letter dated December 10,

1992, as supplemented March ll, 1993, you requested relief from the American Society of Mechanical Engineers (ASME),

Section XI, hydrostatic pressure test requirements involving the steam generator handhole modification.

The request relief proposed an alternative in which a secondary hydrostatic pressure test consisting of an In-Service Leak Test (ISLT) would be conducted at normal secondary operating pressure in Mode 3.

The staff concludes that the proposed alternative may be authorized pursuant to 10 CFR 50.55a(a)(3).

This alternative will provide an acceptable level of quality and safety.

A copy of the related Safety Evaluation is enclosed.

This completes the staff effort on this issue and closes TAC Nos.
