SUBJECT:

POSTULATED RUPTURE IN THE REACTOR COOLANT PUMP SEAL COOLER PALO VERDE NUCLEAR GENERATING STATION (TAC NOS. H85227,

H85228, AND H85229)

By letter dated November 3, 1992, Arizona Public Service Company (APS) provided a status report and' summary of the design modification being implemented to resolve the issue -first described in APS letter of January 18, 1991, wherein a postulated rupture in the reactor coolant pump high pressure seal cooler could result in the discharge of reactor coolant to the atmosphere.

We have completed our review of this matter, including the design change to correct the problem and the associated schedule for implementing the change on each unit at Palo Verde.

We consider the matter acceptably resolved by your

actions, as described in more detail in the enclosed Safety Evaluation.

Corrective action has been completed on Unit 1, as reported in your letter of November 3, 1992.

Since the refueling for Unit 3 has now been completed, it is our understanding from discussions with your staff that corrective action has now been completed on Unit 3.

The design change to Unit 2 will be implemented during the current ongoing refueling.

We request that you report completion of the corrective action for both Units 2 and 3 when the implementation on Unit 2 is complete.
