CONSOLIDATION OF SECURITY GUARD AND FIRE WATCH DUTIES Region V is reviewing concerns about the recent consolidation of security and fire watch duties at the Palo Verde Nuclear Generating Station.
Our concerns were discussed in several telephone calls with members of your management staff just prior to the implementation of the consolidation of duties.
In our review of the circumstances of the change, it appears that its implementation was weak in that a number of concerns were raised regarding the training being provided to those who would perform'he duties and that a procedural deficiency regarding fire panels was not identified until after the procedure was in effect.
In addition, we are particularly concerned regarding whether the security guards feel they are free to raise safety issues without fear of retaliation.
We request that you provide a response to the items contained in Enclosure 1.
to this letter within 30 days.
In addition, should you find any program deficiencies-during your review, your response should include any proposed corrective actions you believe are appropriate..
After reviewing your response, the NRC will determine whether enforcement action is necessary at this time to ensure compliance with regulatory requirements..
The enclosure to thi s letter should be controlled and distribution limited to personnel with a need to know.
The enclosure to this letter is being withheld from public disclosure in accordance with the provi sions of 10 CFR 2.790.
