Dear Hr. Conway:

SUBJECT:

WITHDRAWAL OF AMENDMENT REQUEST PALO VERDE NUCLEAR GENERATING STATION, UNIT NOS.

1, 2, AND 3 (TAC NOS.

M83103, H83104, AND H83105)

By letter dated March 20,

1992, you applied for an amendment to the operating licenses for the Palo Verde facilities which proposed a change to the surveillance requirement for the containment purge valve isolation system in the technical specifications.

The change would provide an alternate surveillance requirement to be applied when the system is inoperable.

1992, we explained why we had concluded that the change was not necessary, and advised you that we considered the proposed change to be withdrawn unless you notified us within 10 days that this was incorrect.

Since this time has

passed, we consider the matter closed.

Accordingly, we have filed the enclosed Notice of Withdrawal of Application for Amendments to Facility Operating Licenses with the Office of the Federal Register for publication.
