PHOENIXARIZONA85072-3999 102-02391-MFC/TRB/Di January 13, 1993 Mr. John B. Martin Regional Administrator, Region V U. S. Nuclear Regulatory Commission 1450 Maria Lane, Suite 210 Walnut Creek, CA 94596-5368

Dear Mr. Martin:

Subject:

Palo Verde Nuclear Generating Station (PVNGS)

Units 1, 2, and 3 Docket Nos. STN 50-528/529/530 Arizona Public Service Company (APS) Business Plan File: 93-014-201'3-056-026 Following issuance of the March 16, 1990 Diagnostic Evaluation Team (DET) Report concerning PVNGS, NRC and APS management agreed that appropriate categories of DET observations would be addressed within the context of the PVNGS Business

Plan, then under development.

In accordance with that agreement, DET observations were addressed by objectives and tasks in the PVNGS Business Plan, and APS has maintained files at PVNGS to document the results of its review of the DET Report and the status of the associated Business Plan objectives and tasks.

In addition, during the periodic management meetings with the NRC, APS has addressed the status of its actions on DET-related management issues.

For 1993, a Strategic Plan for PVNGS has been developed that will be integrated into the 1993 APS Corporate Strategic Plan.

The Strategic Plan replaces the PVNGS Business Plan.

Of the original 140 observations identified by APS from the DET Report, 8 actions remain open.

APS has concluded that it is more appropriate to track their completion through routine PVNGS activity tracking systems.

Consequently, where applicable/

appropriate, these tasks are being tracked as part of the Regulatory Commitment Tracking System.

APS is currently in the process of verifying closure of these items and will, of course, be prepared to discuss the status of thes'e remaining tasks in future NRC-APS management meetings.
