This report summarizes the program undertaken by Arizona Public Service Company (APS) to develop the capability to perform reload analysis.
The purpose of this report is to demonstrate the capability of APS to independently perform the analysis required for the design, licensing, operation, and surveillance of a reload fuel cycle. APS has performed a reload analysis independent of the fuel vendor based on the Unit 3 Cycle 3 core design.
The objective of the independent analysis was to demonstrate that the reload technology had been effectively transferred from the fuel vendor to APS.
A comparison of the principal design results between the APS effort and the fuel vendor results is presented in Section 4.0 of this report.
This comparison demonstrates the ability of APS to perform the analysis of a PVNGS reload cycle.
Pursuant to Section 2.790(b)(1) of the regulations of the NRC, APS herewith submits an affidavit that proposes the enclosed Reload Analysis Methodology Report be withheld from public disclosure.
APS has obtained this material from documents which identify this information as being owned by ABB Combustion Engineering Nuclear Power (ABB/CE) and for which ABB/CE has executed affidavits which set forth the bases on which the information may be withheld from public disclosure by the NRC.
