RESPONSES TO NRC BULLETIN 92-01, "FAILURE OF THERMO-LAG 330 FIRE BARRIER SYSTEM TO MAINTAIN CABLING IN WIDE CABLE TRAYS AND SHALL CONDUITS FREE FROM FIRE DAMAGE," AND NRC BULLETIN 92-01, SUPPLEMENT 1, "FAILURE OF THERMO-LAG 330 FIRE BARRIER SYSTEM TO PERFORM ITS SPECIFIED FIRE ENDURANCE FUNCTION," PALO VERDE NUCLEAR GENERATING STATION (TAC NOS. H83908,

H83909, AND H83910)

By letters dated July 24 and September 28,

1992, you provided your responses to NRC Bulletin 92-01 and NRC Bulletin 92-01, Supplement 1, for the Palo Verde Nuclear Generating Station.

Your responses stated that compensatory measures have been implemented consistent with those actions required by the operating licenses for an inoperable fire barrier.

You also provided a description of your plans for long-term corrective action to ensure or restore fire barrier operability.

You indicate that APS is working with the Nuclear Utility Management and Resource Council (NUMARC) to assure that APS actions are in accordance with the industry's approach to the issues.

You also indicate that appropriate actions to ensure fire barrier operability are being developed through an industry program coordinated by NUMARC, and, when completed, you will apply the results of these efforts to the Palo Verde Thermo-Lag 330 installations as appropriate.

We have reviewed your responses and find them acceptable.

Please inform us when all corrective actions have been completed.

Any further NRC review of this matter will be performed by inspection or audit.
