REVISED INSERVICE TESTING FOR SAFETY INJECTION CHECK VALVES PALO VERDE NUCLEAR GENERATING STATION (TAC NOS.

M84536, H84537, AND M84538)

By letter dated September 8,

1992, you submitted two revised relief requests from the requirements of Section XI of the ASME Boiler and Pressure Vessel Code.

These are designated as revised Relief Requests Nos.

33 and 34 regarding a new method for testing the four safety injection tank discharge check valves and the four safety injection line check valves.

The NRC staff has completed its review of the proposed change in test method for exercising these valves.

We find the proposed change to be acceptable, provided that these check valves are partial-stroke exercised each cold shutdown and one valve of each type is confirmed to have opened fully by a

non-intrusive method each refueling outage on a rotating schedule.

Our Safety Evaluation is enclosed.

The NRC staff has determined that, pursuant to 10 CFR 50.55a(f)(6)(i),

granting this relief is authorized by law and will not endanger life or property or the common defense and security and is otherwise in the public interest giving due consideration to the burden upon the licensee that could result if the requirements were imposed on the facility.
