EVALUATION OF THE ARIZONA PUBLIC SERVICE COMPANY TRAINING PROGRAM FOR SENIOR OPERATORS LIMITED TO FUEL HANDLING PALO VERDE NUCLEAR GENERATING STATION (TAC NOS.

M84373, M84374, AND M84375)

By letters dated August 7 and September 8,

1992, Arizona Public Service Company submitted and requested NRC approval of its Senior Operator Limited to Fuel Handling (LSRO) Licensing Training Program for the Palo Verde Nuclear Generating Station (Palo Verde).

The staff has completed its review of the LSRO training program and finds that the LSRO training program proposed by Palo Verde is based on a systems approach to training as defined in 10 CFR Part 55.

Further, the Initial Mandatory training program, the Continuing Mandatory training program, and the reactivation shrift schedule should ensure that the LSROs receive and maintain the required ski'lls and knowledge necessary to safely conduct and supervise refueling activities.

As a result, we conclude that the program, as described in the licenseels submittal dated August 7, 1992, is acceptable.

I We note that the Palo Verde LSRO training program is derived from and is part of the accredited licensed operator initial and requalification training programs for Palo Verde.

In Generic Letter 87-07, "Information Transmittal of Final Rulemaking for Revisions to Operator Licensing - 10 CFR 55 and Conforming Amendments,"

licensees were given the option of substituting an accredited systems approach to training (a SAT-based training program) for initial and/requalification training programs previously approved by the NRC.

This option's implemented upon written certification from the licensee that the substitute training program is both accredited and SAT-based.

Furthermore, this option allows licensees to make necessary revisions to accredited SAT-based training programs without review and approval by the NRC.
