Palo Verde Nuclear Generating Station (PVNGS)
Units 1, 2, and 3 Docket Nos. 50-528/529/530 Emergency Operating Procedures-Training and Implementation File: 92-070-026 92-056-026 As discussed in the referenced letter, NRC initial license examinations were administered at PVNGS from June 1 through 12, 1992.
The licenses of the sixteen candidates who successfully completed the examinations have been held in abeyance pending completion of the Emergency Operating Procedures (EOPs) upgrade project.
During a telephone conversation on July 10, 1992, among representatives of NRC Region V and the PVNGS Nuclear Training Department, Arizona Public Service Company (APS) was asked to notifythe NRC when training on Revision 0.02 ofthe EOPs had been completed and the new procedures had been made effective.
Following the initial examinations, the prospective licensees were enrolled with the presently licensed operators in requalification training cycle NLR-13 to receive instruction on the revised EOPs.
The prospective licensees received classroom instruction and ten hours of simulator training. The classroom instruction specifically addressed the changes from EOP Revision 0.01 to Revision 0.02.
Each of the prospective licensees participated in five simulator scenarios involving different EOPs.
The prospective reactor operator (RO) licensees performed the duties of either the primary operator, the secondary operator, or the third RO during the scenarios.
The prospective senior reactor operator licensees performed the duties of the Control Room Supervisor for all five scenarios.
Training Department instructors monitored and assessed'rew performance.

- Training and Implementation Page 2 instructors determined that the prospective licensees are proficient in the use of the new EOPs.
The EOP training was completed on August 14, 1992, with the exception of one prospective licensee who completed the final elements of the course on August 17, 1992.
PVNGS Quality Assurance (QA) monitored representative samples of the classroom training and the simulator scenarios conducted during the requalification training cycle.
The QA Monitoring Reports indicated satisfactory results and support the conclusions of the crew assessments.
The new EOPs became effective on August 17, 1992, and are fully implemented.
APS requests that the licenses of the sixteen prospective licensees be issued.
