Surveillance Testing Interval (STI) 4.3.1.1 TABLE 4.3-1, Item I.B-2 Involving the High Logarithmic Power Level Monthly Functional Test and Surveillance Requirement 4.0.2 for Periodicity This letter documents the granting of a temporary waiver of compliance to the Arizona Public Service Company (APS) for the Palo Verde Nuclear Generating Station Unit 3 (PVNGS 3), Operating License NPF-74.
As described verbally on May 6,
- 1992, and in your May 7, 1992 followup letter, your staff determined that a 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> extension of the allowed interval for performing the monthly functional test would have negligible safety significance, and will not cause the setpoint values to exceed the technical specification limits.
This conclusion was based on actual measurements, derived from surveillance tests performed in Unit 3 over the past few years.
Furthermore, your staff determined that the extension of this STI by 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> was justified by Safety Evaluation Report (SER)
"RPS/ESFAS Extended Test Interval Evaluation," issued by the NRC in November 1989.
This SER found the CEN-327 document, and its supplement were acceptable for justifying the proposed extensions in STI for the reactor protection system.
You requested a waiver of the requirement for performing this functional test on a 30-day interval (TS 4.3.1.1),
and a 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> extension to the allowed time interval. beginning at 8:05 p.m.

You also requested a waiver for performing this functional test within the specified surveillance internal and maximum allowable extension of 25 percent (TS 4.0.2).
You noted that the extension of this STI is considered to have negligible safety significance, and to have no environmental impact.

Region V, with NRR concurrence, concluded after reviewing your request that a temporary waiver of compliance from the referenced TS requirement would not adversely impact public health and safety.
Accordingly, a temporary waiver was verbally granted, to remain in effect for up to 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> beginning at 8:05 p.m.
