Dear Hr. Conway:

The U.S. Nuclear Regulatory Commission (NRC) has reviewed the Emergency

Response

Data System (ERDS) implementation plan which you submitted in a letter dated October 28, 1991.

Based upon this review, the NRC has found that your implementation plan provides the basis for an acceptable implementation of EROS at your facility.

The staff has identified one minor question based upon the preliminary point ID list (Table 2).

Under the heading of Radioactivity Control, the radiation release information is presented in units of uci/cc.

The purpose of these ERDS data points would be to determine actual release rates in units of activity per unit time (i.e., uci/sec).

To that end, it would be appropriate to send flow rate data on these release paths if available on computer.

If not, the average flow rates for these paths would be appropriate entries in the unique system description for these data points in the Data Point Libraries which are scheduled to be delivered in March of 1992.

Be advised that the testing phase of EROS implementation involves all licensees testing with the NRC contractor, Halliburton NUS Environmental Corporation.

Since the contractor does not have unlimited resources for testing multiple ERDS links simultaneously, close coordination with the Halliburton NUS personnel in scheduling your EROS testing will be a key element in the successful completion of ERDS implementation.
