Dear Mr. Conway:
SUBJECT:
RESPONSE
TO GENERIC LETTER 91-11, "RESOLUTION OF GENERIC ISSUE 48, LCOs FOR CLASS 1E VITAL INSTRUMENT BUSES, AND GENERIC ISSUE 49, INTERLOCKS AND LCOs FOR CLASS 1E TIE BREAKERS" FOR PALO VERDE NUCLEAR GENERATING STATION (TAC NOS.
- M82444, M82445, AND H82446)
On July 18, 1991, the NRC issued Generic Letter 91-11 which contained the staff resolution of Generic Issues 48 and 49.
The generic letter required that licensees certify that procedures exist which contain time limitations and surveillance requirements for vital instrument
- buses, inverters, or other onsite power sources for vital instrument buses and tie breakers.
If procedures do not exist, a justification demonstrating the reasons why the controls are not needed was to be provided.
By letter dated January 29,
- 1992, you responded to the generic letter.
You have provided the requested certification that procedures for time limitations and surveillance requirements are in place at Palo Verde.
The NRC staff has reviewed your response and finds that it meets the reporting and certification requirements set forth in Generic Letter 91-11, and is therefore acceptable.
This completes NRC action on this matter.
