50-528 and 50-530 License Nos.

NPF-41 and NPF-74 During an NRC inspection conducted on December 18, 1991, through January 25,

1992, a violation of NRC requirements was identified.

In accordance with the "General Statement of Policy and Procedure for NRC Enforcement Action," 10 CFR Part 2, Appendix C (1991), the violation is listed below:

10 CFR 50.9 requires that information required by Commission regulations to be maintained by the licensee shall be complete and accurate in all material respects.

10 CFR Part 50, Appendix B, Criterion XVIII, requires that records such as qualifications of personnel be maintained to furnish evidence of activities affecting quality.

Contrary to the above, the training record for fire barrier inspectors, for Lesson Plan NPL13-00-XC-001-00, an activity affecting quality, conducted on October 12,

1990, was inaccurate in that three names were included among those listed as attending the training; however, these three people had not attended the training.

This is a Severity Level IV violation (Supplement -VII) applicable to Units 1

and 3 ~
