NPF-74,

and to discussions

of our findings held with your staff at the

conclusion of the inspection.

Areas

examined during this inspection

are described

in the enclosed

inspection

report.

Within these

areas,

the inspection consisted of selective

examinations

of procedures

and representative

records,

interviews with-

personnel,

and observations

by the inspectors.

As a result of our inspection, it was identified that there is

a lack

of system engineering

involvement in the processing

of limited design

change

packages

and material

non-conformance

reports dispositioned

as "Other,"

"Rework," or "Scrap."

Also, failure data trending information is not being

provided in a timely- manner to system engineers

on problems concerning their

systems.

Similar problems regarding the lack of system engineering

involvement in

problems with their systems

were identified in previous

NRC inspections.

We consider the system engineers

to have

a significant role in the assurance

of quality and safety of the plants.

Therefore,

we will continue to evaluate

your resolution of this issue through future inspections.

No violations or deviations

were identified within the scope of this

inspection.
