Units 1, 2, and 3 Holophane and Exide Emergency Lighting Unit Availability File: 92-070-026 During the NRC emergency lighting follow-up inspection conducted in August, 1991 (Reference 1), the NRC expressed an interest in reviewing updated information on Holophane and Exide inverter availability. Holophane and Exide availability was the subject of an NRC presentation conducted in Walnut Creek on August 28, 1990. This presentation was based on work order history graphs covering the period from June 28, 1989 to June 30, 1990. These graphs were captured by Revision 1 to Calculations 13-NC-QD-200 and 13-NC-QD-201.

As committed to in Reference 2, APS is providing the updated results of its Holophane and Exide availability calculations to the NRC. Where Revision 1 to Calculations 13-NC-QD-200 and 13-NC-QD-201 contained data and availability information from June 28, 1989 to June 30, 1990, Revision 2 has captured specific data and availability information from June 1, 1990 to November 30, 1991. In addition, Revision 2 contains a comparison of, the two time periods. This data is found in Tables-3, 4, and 5 of the attached calculations.

The results of both calculations indicate an improved availability, even with specific emergency lighting equipment rendered unavailable during the time design changes were being implemented to address previous commitments or identified deficiencies. A further indication of greater reliability of the Holophane and Exide emergency lighting equipment is the ability to perform an eight-hour discharge on demand. Letter to J. B. Martin- 102-02112-WFC/TR8/DLK February 7, 1992 conducted from June 1, 1990 through November 30, 1991 was performed satisfactorily with only one exception. This was 3EQDNF02 which failed on January 18, 1991 ~

The major factor influencing Holophane availability was the implementation of Site Modification 1, 2, 3 SM-QD-007, which installed upgraded Holophane units to increase the inverter's capacity. The most recent calculation shows Holophane availability increased from 93.8 percent to 97.9 percent.

The availability of the Exide inverters improved from 77 percent to 82.7 percent however, this is not yet considered acceptable to APS. Of specific concern was the availability of the Exide Unit 3EQDNF02 (45.3 percent). The initial test failure on January 18, 1991 was due to marginal loading and deficient batteries. The extended period of unavailability was primarily due to difficulties associated with obtaining replacement batteries. The marginal loading issue was resolved by implementation of Design Change Package 3-XE-QD-026 and the deficient batteries were replaced. Another factor that prevented higher Exide inverter availability (82.7 percent) was the extended time needed to achieve the acceptance criteria for specific gravities following an eight-hour discharge. This item is currently being analyzed by Condition Report/Disposition Request (CRDR) 9-2-0012.

Once appropriate corrective action is taken, APS expects Exide availability to increase significantly.
