File: 92-01 9-026 tn response to the subject notice of violation, PVNGS committed to mandatory use of Quality Talks on a continuing basis to disseminate security requirements and solicit support and cooperation.

Quality Talks. were originally implemented duiing tl1e construction phase for the purpose-of disseminating project quality/safety problems and issues to plant personnel.

In 1986,.

~ PVNGS committed to disseminate security requirements within the already established Quality Talks Program.

Quality Assurance has determined that the distribution of Quality Talks has become routine and fallen into disuse.

The Quality Talks vehicle as a routine communication tool at department staff meetings has been found to be ineffective. PVNGS believes the need for mandatory dissemination of security requirements throuoh Quality Assurance is no longer required.

Therefore, Quality Talks is being discontinued.

Quality Assurance continues to monitor PVNGS Security.

Additionally, any future evidence of non-support or non-cooperation in the Security Program requiring site-wide notification can be communicated to plant personnel through other media, such as New Era or Employee News Bulletins.
