This letter refers to the routine inspection
conducted
by Mr.
C.
A. Clark of
this office during the weeks of November 4, 18,
and December 2, 1991, of
activities authorized
by NRC License
Nos.
NPF 51,
and NPF-74,
and to
the discussions
of our findings held with members of your staff on December
6,
1991.
Additional in-office review of licensee
provided documents
continued
through December
17,
1991.
Areas
examined during this inspection
are described
in the enclosed
inspection
report.
Within these
areas,
the inspection consisted of selective
examinations
of procedures
and representative
records,
interviews with
personnel,
and observations
by the inspector.
This inspection identified several
problems in maintenance activities.
As
discussed
in Paragraph
2 of the enclosed report, it appears
your motor
operated
valve maintenance
program requires additional
management
attention.
Based
on the results of the inspection, it appears
that one of your activities
was not conducted in full compliance wIth NRC requirements,
as set forth in
the Notice of Violation.
You are required to respond to this letter
and should follow the instructions
specified in the enclosed
Notice when preparinq your response.
In your
response,
you should document the specific act>on taken
and any additional
actions you plan to prevent recurrence.
After reviewing your response
to this
Notice, including your proposed corrective actions
and the results of future
inspections,
the
NRC will determine
whether further
NRC enforcement action is
necessary
to ensure
compliance with NRC regulatory requirements.
In accordance
with 10 CFR 2.790(a),
a copy of this letter and the enclosure
will be placed in the
NRC Public Document
Room.
