REVIEW OF PALO VERDE EMERGENCY PLAN REVISION 10

~Back round, By letter dated May 17, 1991,'rizona Public Service Company sent Emergency Plan Revision 10 to Region V for review.

I completed the final review of this document on January 21, 1992.

Results of the review are listed below.

Results a.

~Summar:

The purpose of the change was:

1) to add a definition of the "Ingestion Exposure Pathway EPZ";
2) to document the relocation of the Corporate Emergency Center (CEC) from the old to the new APS building; 3) to relocate the Health Physics Liaison from the TSC to the EOF; 4) to document that Phoenix Fire Department is the primary offsite fire protection agency to respond;
5) to delete the NUE guidance "No loss or challenge to a barrier" (by this definition normal operation would be a

NUE); 6) to add classification criteria to conform to NUREG-0654 guidelines (this was accomplished by EPIP-02 Rev 8 which we approved);

7) to change the reference for public evacuation time from a 1984 ANPP study to the current Arizona Department of Emergency Services program;
8) to document the backup sample laboratory change from ASU to ARRA;
9) to document that there no bodies of water upon which to perform environmental sampling; and
10) to update the letters of agreement in th'e appendix.

Changes documenting the relocation of the CEC occur on pages 1-2, 6-4, and 7-5.

Changes documenting relocation of the HP Liaison from the TSC to the EOF occur on pages 4-10, 4-13, and 4-21.

The change referencing the Phoenix Fire Department is on page 4-18.

Changes deleting the NUE for "No loss or challenge to a barrier" occur on pages 5-3 and 5-8.

The classification changes to conform to NUREG-0654 are included on pages 5-8 through 5-14.

7)

The change documenting the ADES public evacuation time reference occurs on page 6-7.

8)

The change documenting the backup laboratory occurs on page 7-17.

9)

The change documenting that there are no bodies of water for environmental sampling is on page 8-4.

10)

The letters of agreement are updated in the appendix.

11)

Cosmetic changes such as page re-numbering and re-indexing constituted the bulk of the change except as noted above.

The page numbers listed are the Revision 10 page numbers.

Conclusion The changes do not appear to decrease the effectiveness of the Palo Verde Emergency Plan and thus are acceptable.
