Units 1, 2, and 3 Withdrawal Of Portion Of APS Technical Specification Amendment Request Regarding The Proposed Use Of Two Shift Technical Advisors At PVNGS File: 91-056-026 91-005-41 9.05 Arizona Public Service Company (APS) proposed various changes to the Administrative Controls section of the PVNGS Technical Specifications as submitted in Reference 1.

One of these requested changes would allow Shift Technical Advisor (STA) coverage to be provided by two certified STAs for all three units rather than one STA for each unit.

APS has determined, however, upon assessing the future number of certified STAs at PVNGS, that there will not be a need for a two STA configuration at PVNGS.

The proposed clarification allowing a total of two STAs for the site was based on the fact that a potentially higher attrition rate than normal could necessitate such an arrangement.

However, APS expects to have four additional STAs certified by the first quarter of 1992 for a site total of 18 certified STAs at this time.

In addition, ten STA candidates will be entering the PVNGS.STA certification program during this time. As such, APS considers the former STA staffing concerns to be addressed at PVNGS.

Specifically, the mark-up of PVNGS Technical Specification Table 6.2-1 (MinimumShift Crew Composition) in section 6 (Administrative Controls) for Units 1, 2, and 3 should be considered voided based on this letter.

For clarification, the original Technical Specification page 6-5 for Units 1, 2, and 3 has been attached indicating "NO CHANGES TO THIS PAGE". AIIother parts of the referenced amendment request remain active for NRC consideration.
