During the meeting,

we discussed

Palo Verde's

performance

and recent

issues

in

the areas

of operations,

maintenance,

and engineering.

We were pleased

to

recognize

improvement in those

areas resulting from the initiatives your

management

team

has

implemented.

We also recognized

however, that these

areas

continue to warrant attention.

Specifically,

we considered that operating

crews communications,

turnovers,

and procedural

adherence

can further improve.

Additionally, in that two of your written submittals to the

NRC required

significant discussion

to fully understand,

we encouraged

you to ensure that

your communications with the

NRC are complete

and detailed.

In accordance

with 10 CFR 2.790(a),

a copy of this letter

and the enclosures

will be placed in the

NRC

Public Document

Room.

Should you have
