Units 1, 2, and 3 Monthly Operating Reports for November 1991 File: 91-024-404; 91-056-026 Attached are the Monthly Operating Reports for November 1991, prepared and submitted pursuant to Specification 6.9.1.6 of Appendix A (Technical Specifications) to the PVNGS Units 1, 2, and 3 Operating Licenses.

By copy of this letter, Arizona Public Service Company (APS) is also forwarding the Monthly Operating Reports to the Regional Administrator, NRC Region V.

The Monthly Operating Report for Unit 2 has previously indicated that cycle 4 is typical of previous reload cycles.

APS has determined, since the October 1991 Monthly Operating Report, that improved methodology has been applied to cycle 4 analysis; however, the increased accuracy of the improved methodology was not credited in the safety analysis.

This information is reflected in Item 5 of the Unit 2 Refueling Information (refer to page 8). Additionally, the Unit 1 response for this item (refer to page 3 of the Unit 1 report) has been revised to provide a more complete description of the cycle 4 reload nuclear design improvements.
