PROPOSED TECHNICAL SPECIFICATION CHANGE TO SECTION 5 3g DESIGN FEATURES OF THE REACTOR CORE FUEL ASSEtlBLIES (TAC NO&1822)
This is in response to your proposed Techni,cal Specification (TS) change to section 5.3.1, Design Features of the Reactor Core Fuel Assemblies, dated October 4, 1991.
This amendment would allow the installation of two fuel assemblies containing a total of 80 advanced alloy clad fuel rods during the next Unit 1 refueling outage, scheduled to begin in February 1992.
You requested approval of this amendment by January 2, 1992, to support the intention of the vendor not to fabricate the fuel assemblies without NRC approval of the proposed change to the TS.
Because of time constraints and the limited availability of technical resources due to previous commitments, we cannot review your amendment request by January 2, 1992.
To provide sufficient time for review of this proposal, we suggest that you submit the amendment request for a later plant refueling
- outage, possibly for Unit 3, cycle 4, scheduled for the Fall of 1992.

Enclosure COMMENTS 1.
The proposed change to TS 5.3.1 does not indicate which cycles will be affected by the substitution of the 80 fuel rods clad with zirconium-based alloys.
The amendment request should clearly specify which cycles will be affected by the proposed TS change.
2.
The amendment request states that "the placement scheme and the similarity to Zirconium-4 assure that the cladding alloys will not be limiting under any expected operating condition".
Clarification is needed on the specific criteria used for the placement of these assemblies in the core and how a "non-limiting" location in the core is determined and defined.
