REQUEST FOR ADDITIONAL INFORMATION - AMENDMENT REQUEST FOR LOW-TEMPERATURE OVERPRESSURE PROTECTION (TAC NOS.

M77439, M77440, AND M77441)

By letter dated June 7, 1991, Arizona Public Utility (APS) proposed changes to the Technical Specifications for Palo Verde Nuclear Generating Station Units 1, 2,

and 3 in response to Generic Letter (GL) 90-06, Resolution of Generic Issue 70, "Power-Operated Relief Valve and Block Valve Reliability," and Generic Issue 94, "Additional Low-Temperature Overpressure Protection for Light-Water Reactors."

The NRC staff has reviewed the proposed changes to the Technical Specifications and has identified the enclosed additional information that is required to continue our review.

In order for us to maintain our review schedule, we request that you respond within 90 days of your receipt of this request.

Furthermore, the discussion for the Safety Analysis for the Proposed Technical Specification amendment request appears to be a reiteration of the discussion for the No Significant Hazards Consideration Determination.

These two parts of the amendment request address separate issues and should provide the staff with different information.

Specifically, the safety analysis should provide a technical justification and safety basis for the proposed

changes, which may include, but goes beyond the criteria for determining no significant hazards.

This distinction between the safety analysis and the no significant hazards sections of the amendment request should be noted for all future proposed changes to the Technical Specification.

RE(VEST FOR ADDITIONAL INFORMATION PALO VERDE NUCLEAR GENERATING STATION UNIT NOS. I, 2, AND 3 LOW-TEMPERATURE OVERPRESSURE PROTECTION 1.

The June 7, 1991, amendment request in response to GL 90-06 did not specify exactly how the proposed changes comply with GL 90-06.

Additional information is needed on the applicability of GL 90-06, and how each of the proposed changes specifically address and conform to the recommenda-tions of GL 90-06.

The Safety Analysis for the Proposed Technical Specification Amendment Request does not provide a sufficient technical justification and safety evaluation for the proposed changes.

Although this Safety Analysis may include some of the same information provided in the No Significant Hazards Consideration Determination if applicable, additional technical justification and the safety basis is needed for the proposed changes in order to determine the adequacy of the request.
