The

issues

discussed

during the meeting involved the proposed revision to the

Palo Verde Quality Assurance

(QA) Plan, the Palo Verde training program,

and the status of APS actions related to the

NRC Diagnostic Evaluation

Team

(DET) Report.

A summary of the discussions

are described

in the

enclosed

Meeting Report Nos. 50-528/91-22,

529/91-22

and 530/91-22.

changes

to the Palo Verde

QA Program to

more appropriately reflect an operating facility were highlighted.

In

addition, the

APS actions to respond

to the NRC's

DET Report were

described.

Me reiterate that your remaining actions in response

to the

DET

need to consider your overall plans for Palo Verde,

and should

be integrated

in

a manner which accomplishes

proper prioritization of your current concerns.

In accordance

with 10 CFR Part 2.790(a),

a copy of this letter and the

will be placed in the

NRC Public Document

Room.
