OPERATOR TRAINING PROGRAM CONCERNS This letter is to express the NRC's concern.-related to your licensed operator training program.

During the period of May 20-24,

1991, NRC examiners validated the testing materials for the June, 1991 initial operator licensing examination, at your Palo Verde Nuclear Generating
Station, Units 1, 2, and 3.

This effort was coordinat d with licensed senior reactor operators and senior. training personnel from your s'taff, to ensure the technical accuracy and applicability of the testing materials, covering plant specific job performance skills, knowledges, a'nd abilities, required by licensed operators.

The examiners observed that some of the training materials were inadequate, in that they were not current with existing plant operating procedures.

Also, preparation of scenarios required for a comprehensive examination was somewhat impeded due to an apparent limited selection of availyble malfunctions and override capabilities on your simulator.

These observations appear to reflect a continuation of training program weaknesses which have been observed previously.

The details of these issues were discussed.in a meeting between your training staff and the Chief Examiner, Mr. T. Meadows, on May 25, 1991.

In a subsequent conversation on May 30, 1991, the concern was raised to the attention of Mr. Levine of your staff by Mr. Perkins of this office.

We think that it is important"to resolve any remaining training or simulator problems promptly and well before your Requalification Program Evaluation scheduled for September 9-27, 1991.

We understand that the status of the APS training program and simulator will be discussed in conjunction with NRC's expectations at a meeting with Region V to be scheduled for late June or early July of this year.

We look forward t that discussion.
