OF ARIZONA NUCLEAR POWER

PROJECT

(ANPP)

This letter refers to the routine inspection

conducted

by Mr.

M. Cillis of

this office on April 8-12,

1991.

The inspection included

a review of

activities authorized for Palo Verde Nuclear Generating Station

(PVNGS), Units

1, 2,

and 3.

At the conclusion of the inspection,

the findings were discussed

with those

members of your staff identified in the enclosed

report.

Areas

examined during this inspection

are described

in the enclosed

inspection

report.

Within these

areas,

the inspection consisted

of selective

examinations

of procedures

and representative

records,

interviews with

personnel,

and observations

by the inspector.

Based

on the results of this inspection,

one of your activities appeared

to be

in violation of NRC requirements,

as specified in the enclosed

Notice of

Violation (Notice).

The violation, involving an unposted

high radiation area

~eems to indicate

a weakness

in assessing

the radiological

impact of an

operational

decision.

Although Section 2.201 requires

you to submit to this office, within 20 days

of your receipt of this Notice,

a written statement

of explanation,

we note

that this violation had been corrected

and those actions

were reviewed during

this=inspection.

Therefore,

no response; with respect to this matter is

required.

In accordance

with 10 CFR 2.790 of the NRC's "Rules of Practice,

" a copy of

this letter and its enclosure will be placed in the

NRC Public Document
