This letter refers to the inspection conducted
by Mr.
W. TenBrook and Hr. L.
C.
Carson of this office on March 4-8, 1991.
The inspection included
a review
of activities authorized for Palo Verde Nuclear Generating Station,
Units One,
Two and Three.
At the conclusion of the inspection,
the findings were
discussed
with those
members of your staff identified in the enclosed
report.
Areas
examined during this inspection are described in the report.
Within
these
areas,
the inspection consisted of selective
examinations
of procedures
and representative
records,
interviews with personnel,
and observation of work
activities.
Based
on the results of this inspection, certain of your activities appeared
to be in violation of NRC requirements.
One violation was not cited because
the criteria of Section V.A of the Enforcement Policy were satisfied.
The
second violation is described in the enclosed
The second
violation is of concern
because
containers of radioactive material
were
offered for transport without clearly identifying the contents
in the
hazardous
material manifest/shipping
paper, potentially preventing rapid
identification of package
contents in the event of difficulties during
transportation.
Although 10 CFR 2.201 requires
you to submit a written statement
of,
explanation,
we note that this violation has
been corrected.
Your corrective
actions
were reviewed during this inspection
and were found to be
satisfactory.
Therefore,
no response
with respect to this matter is required.
In accordance
with 10 CFR 2.790(a),
a copy of this letter and the enclosures
will be placed in the
NRC Public Document
Room.
