EVALUATION OF BULLETIN 88-05 REGARDING PRODUCT FORMS OTHER THAN FITTINGS AND FLANGES FOR PALO VERDE, UNITS I, 2 AND 3 (TAC NOS.
- 77041, 77042, AND 77043)
As a result of the resolution of NRC Bulletin 88-05 and Supplements I and 2 in NUREG 1402, the staff required an evaluation of the nonconforming product
, forms other than fittings and flanges which were supplied to Palo, Verde, Units I, 2 and 3.
Specifically, the staff determined that significant amounts of nonconforming welding lugs were'supplied by Piping Supplies, Inc. (PSI), West Jersey Manufacturing Company (WJM), and Chew Landing Metal Manufacturers, Inc.
(CLM) to Palo Verde as listed in Supplement 2 of the bulletin.
The licensee has responded with submittals dated June 8, 1990 and October 19, 1990 which contain an evaluation of the nonconforming welded pipe lugs installed at the plant.
The licensee determined that no product forms other than fitting, flanges and lugs were supplied to Palo Verde.
The licensee evaluated the installed welded lugs by obtaining a large sample of installed standard lug configurations and a smaller sample of installed nonstandard lug configurations.
For the standard lug sample, the licensee per formed bounding calculations to demonstrate that for the maximum piping stress at the welded attachments, the lugs possess adequate margin even if the lug material is the lowest possible strength steel.
For the nonstandard lug
- sample, the licensee performed case-specific calculations and found these lugs also possess adequate margin for the maximum design loads.
The staff has reviewed the licensee's approach and methodology for evaluating the installed nonconforming welded lugs at Palo Verde 1, 2, and 3 and agrees that the licensee's evaluation provides adequate assurance that the lugs are capable of performing their intended function and provides an adequate margin of safety.
Otherwise, the licensee would be required to remove material currently installed, which (a) would involve unnecessary radiation exposure, and removal and reinstallation of new material, and (b) would not provide a
compensating increase in the level of quality and safety.

Conway finds that these lugs do not meet the ASME Boiler and Pressure Vessel Code requirements, the use of the installed lugs as an acceptable alternative is permitted in accordance with 10 CFR 50.55a(a)(3)(ii) because full compliance with all specific requirements would result in hardship or unusual difficulties without a compensating increase in the level of quality or safety.
As stated in NUREG-1402, further engineer ing evaluations of nonconforming material in safety-related applications may be performed by you under 10 CFR 50.59 and may not necessarily require NRC approval.
However, these evaluations are subject to audit and inspections at the disct etion of the NRC.
We consider this program to be implemented for tracking further actions.
