91-055-026 The purpose of this letter is to'inform the NRC Staff of actions to be taken in response to Requested Action ld of the subject Bulletin.

Reference A provided the Arizona Public Service (APS) response to Requested Actions la, lb, and lc, and indicated that the stress and fatigue analysis associated with the Pressurizer Surge Line (PSL) would be updated by January 9, 1991, in accordance with the schedule requirements delineated in the Bulletin.

Subsequently, the Staff in Reference B provided the results of its review of the Combustion Engineering Owners Group (GEOG) bounding analysis (CEN-387-P),

and found that although sufficient information had been provided to justify continued operation, adequate bases had not been submitted to demonstrate that the PSL meets the applicable Code limits for 40-year plant life.

On September 5, 1990, representatives of Asea-Brown Boveri (ABB-CE) and the CEOG met with members of the NRC St'aff to discuss technical and scheduling issues regarding the GEOG analysis.

The results of that

meeting, and subsequent discussions between ABB-CE and the

NRC, concluded that the use of a plastic analysis as provided for in ASME Section III, NB-3200, may be applied in evaluating the impact of thermal stratification of the PSL.

The additional issues identified in Enclosure 2 of Reference B,

are to be addressed in a

revision to CEN-387-P.

As indicated in Reference C, the CEOG and the NRC agreed that a complete revision to CEN-387-P would be completed and issued to the NRC Staff by July 30, 1991.

Subsequent to the issuance of, the GEOG bounding analysis, APS will conduct its review and update the corresponding stress reports demonstrating 40-year plant, life for the PSL.

Completion of required Action ld of Bulletin 88-11, is scheduled for October 28, 1991.

There are no immediate or short-term safety concerns at PVNGS as 'a consequence of thermal stratification in the PSL.

This position is supported by the NRC Staff conclusions in Reference B and the subsequent discussions between ABB-CE, members of the

CEOG, and the

NRC, as well as the information submitted by Reference A with regard to the visual inspections and analysis performed to date.
