Palo Verde 'Nucl'ear'enerating Station Post Restart Item File'0-056-026, On June 15, 1990, I updated'ou on the status of Post Restart Items prior to Unit 1 restart as described in the referenced letter.

The purpose of this letter is to provi'de you with additional information regarding. the current status of Post Restart Item No. 725, 511 and 497.

Record Number 725 "Initiate a.sampling inspection program to determine the effects of moisture and particles in the instrument air subsystem.

This program will also determine the affect of air quality in the instrument air subsystem, piping."

Status

A. Maintenance Department Guideline which delineates the methods for maintenance personnel to gather and provide Engineering with the data.needed to evaluate the effects of moisture and particles in the instrument air subsystem became effective December 7,

1990.

Engineering will review the data for trends on a quarterly basis and will determine, after one year, whether or not to continue the program.

This new, setpoint would raise the fluctuation band on the controller above the alarm setpoint."

.Status Note:

The reason for this evaluation was due to a concern regarding repeti'tive mini-flow high/lo alarm signals during transient conditions.

~ Sufficient system characteristic data during transient conditions are not available to perform a conclusive evaluation.

A design verification of condensate mini-flow recirculation is in progress.

System testing under transient-conditions will be performed during,the upcoming, Unit 3 refueling outage, 3R2.

The data collected will be used to support any needed system modification..

This evaluation is expected to be completed by May 26, 1991.

Status

~ Nuclear Engineering has performed a preliminary,review of the CEAC.system.

A review by an independent consultant is in progress.

Completion is anticipated 'by December.

'Nuclear Engineering will evaluate the results of the review.

and'omplete the design revi'ew of the 'CEAC system by January 31, 1991.
