Units 1, 2, and 3 Generic Letter 90-06, Resolution of Generic Issue 70, "Power-Operated Relief Valve and Block Valve Reliability," and Generic Issue 94, "Additional Low-Temperature Overpressure Protection for Light-Water Reactors."

File: 90-056-026 Arizona Public Service has reviewed Generic Letter 90-06, Resolution of Generic Issue 70, "Power-Operated Relief Valve and Block Valve Reliability," and Generic Issue 94, "Additional Low-Temperature Overpressure Protection for Light-Water Reactors." Enclosure A of the Generic Letter presented the Staff position on changes recommended to address Generic Issue 70 (GI-70), "Power-Operated Relief Valve and Block Valve Reliability." Enclosure A is not applicable to PVNGS since Power-Operated Relief Valves (PORVs) are not utilized. Enclosure B of the Generic Letter presented the Staff position on changes recommended to address Generic Issue 94 (GI-94), "Additional Low Temperature Overpressure Protection for Light-Water Reactors." These recommendations to improve low temperature overpressure protection are applicable to all plants whether or not they utilize PORVs.

In response to the Generic Letter, APS will propose a Technical Specification amendment which is consistent with Section 3 and Attachments B-1 and B-2 of Enclosure B (PVNGS uses redundant mechanical safety relief valves for low temperature overpressure protection). Attachment B-3 of Enclosure B is already appropriately implemented at PVNGS. In accordance with the schedule requirements of the Generic Letter, this amendment will be submitted to the NRC for review by the end of the Unit 3 refueling outage, currently scheduled for May 30, 1991.
