to a Concern Regarding Palo Verde Nuclear Generating Station File'0-056-026 The referenced letter requested APS review and take appropriate action to an anonymous concern regarding qualifications, of inspectors at the Palo Verde Nuclear Generating Station warehouse.

Within your letter two apparent concerns were identified and reviewed:

(1) Warehouse workers were upgraded to Level II inspectors to work off a large backlog of "quality material in receiving waiting to be, processed."

(2) The individual did not appear to know how to access the employee concerns program or even of its existence.

The results of that review are as follows:

Concern Warehouse Workers, were upgraded to Level II inspectors to work off a large backlog of "quality material in receiving waiting to be processed."

The qualification to Level II lacked adequate training since it appeared to have. been done hastily.

'PVNGS has reviewed this concern and determined that no upgrades of the type described in the concern were made.

The scope of the review included warehouse workers as well as Quality Control Inspectors.

No upgrades were discovered in either organization.

In point of fact, there did exist a large backlog of "quality material waiting to be processed."

Al'though management considered providing warehousemen with sufficient training to be certified as Level II receipt inspector under ANSI N45.2'.6, it was determined that the required training and experience could not be performed in sufficient time to make a

meaningful contribution to elimination of the backlog which existed at the time.

The backlog was eliminated by use of concentrated overtime by Level II certified inspectors over a period of approximately three weeks 9012260229 901203 PDR ADOCK 05000528 Q

in August, 1990.

Development of Warehouse -personnel, with eventual training and certification as L'eyel I and II remains under consider'ation by management as one means to provide a career path to warehouse personnel and provide a pool of future Quality Control Inspection staff.

Concern The individual did not appear to know how to access the Employee Concerns Program or even o'f its existence.

R~es ense PVNGS has reviewed this concern and determined that sufficient publi:cation of the Employee Concerns Program exists to.provide assurance that Material Control personnel are aware of its existence.

Concerns submitted to the Employee Concerns Program during the last year were reviewed.

The quantity of concerns raised by Material Control was found consistent with concerns raised by other organizations, on site.

New hire personnel are introduced to the Employee Concerns Program during Site Access Training (SAT).

A video tape presents the Executive Vice President

- Nuclear, who reviews Executive Mana'gements'xpectations regarding the Employee 'Concerns Program.

Annual SAT retraining includes this tape in the course.

Posters explaining the Employee'Concerns Program are di'splayed throughout the site.reinforcing.management commitment to this program.

Since no evidence presently exists regarding the validity of the apparent

concerns, no further action is planned..
