N. Bailey, Mr. B. Ballard and other

members of your staff at the

NRC Region

V Office in Walnut Creek, California

on September

21,

1990.

The subjects

discussed

and 50-530/90-47,

enclosed

herewith.

A copy. of the handouts

used during the presentation

is also enclosed.

"During this meeting,

we discussed

the overall status of the Quality Assurance

(QA) and Quality Control

(QC) programs at Palo Verde.

Your managers

described

their organizational

responsibilities,

the challenges

which were present

in

early and mid 1989, their accomplishments

in the past year,

and the present

challenges

facing them.

We are encouraged

by the recognition that

improvements

continue to be necessary

and the high level of management

attention given to

QA executive reports.

Specific improvements

you have made

which we conclude increase

the effectiveness

of QA include:

Performance

of a Maintenance

Team Inspection, utilizing outside

resources.

Performance of a Safety System Functional

Inspection of the Emergency

Diesel Generator

system.

Increasing

the technical

knowledge of QA personnel

by adding staff with

degrees

and experience

in line organizations.

We consider these

types of actions to be important steps

towards

QA

identifying significant performance related

issues prior to such issues

becoming self-revealing.

Also during this meeting

we discussed

the "graded inspection

approach"

being

implemented

by QC.

While it appears

that

QC resources will be more focused

on

areas

which have

a higher potential for identifying problems or are more

safety significant,

we are concerned that

QC activities not be reduced

below

that required or as committed to in licensing

documents.

We will be

. monitoring the

QC program's

implementation to assure

requirements

are met and

that adequate

resources

are applied.
