Request for Change to National Examination Schedule Dates for 1991 and 1992 File:

90-005-419.06 This letter is being submitted to request a change to the National Examination Schedule dates identified in Generic Letter 89-03 for the Palo Verde. Plant during fiscal years 1991 and 1992.

The enclosure to Generic Letter 89-03 assigned annual replacement examination dates of March and September for Palo Verde and the generic letter provided guidance regarding requests for rescheduling.

A recent evaluation of the simulator upgrade and training schedules has prompted the need for this submittal.

Proposed changes to the exam dates have been discussed with cognizant personnel in Region V.

During September 1989, Arizona Public Service Company (APS) awarded a contract to upgrade the Palo Verde Control Room Simulator.

The schedule and progress of the upgrade project has been discussed with the NRC Staff and has been reported in correspondence to the NRC (most recently in the above referenced letter).

In order to maintain a

schedule that will facilitate the attainment of certification of the Palo Verde Simulator by March 26, 1991, extensive simulator time has been allocated to the simulator upgrade project.

This has resulted in reduced time available for licensed operator simulator training.

Adequate simulator training time has been made avail'able to satisfy licensed operator requalification requirements;

however, the" demands on simulator time have adversely impacted the scheduling of simulator training for new operator license candidates.

License operator candidates currently in the license pathway wi,ll not have satisfied all prerequisite simulator training requirements to support the March 1991 and March 1992 assigned examination dates.

To support a return to six shift rotation at the earliest possible time, APS requeststhat examinations be administeredin June 1991 and June 1992 rather than deferring the examinations until September,1991 and September 1992, respectively.

APS requests

that, based-upon, the above information,,

the next Palo Verde replacement operator license examination be scheduled for June 3',

1991 and the subsequent examination be scheduled for'June 15, 1992.

These proposed dates have been included in our response to Generic Letter 90-07.

The proposed June 1991 date has been discussed wi'th Mr. L. F. Miller of, the Region V office and found to be acceptable.
