Palo Verde Nuclear Generating Station (PVNGS)

Units 1, 2, and 3 Change to Fire Protection Program File: 89-056-026 Attached for your information is a change to the fire protection program as described in the PVNGS Final Safety Analysis Report (FSAR). This change takes exception to the requirement to maintain hose houses onsite, a requirement that was formerly a provision of Technical Specifications and was removed in Amendment No. 14 to Facility Operating License NPF-41 and Amendment No. 8 to Facility Operating License NPF-51 on April 8, 1987. This change, as evaluated in accordance with 10 CFR 50.59, does not involve an unreviewed safety question, nor does it adversely affect the ability to achieve and maintain safe shutdown in the event of a fire. PVNGS utilizes a full time fire team to respond to all fire incidents, equipped with a Class A fire truck, per NFPA-1901, and a backup attack vehicle, which carry more equipment than that formerly contained in the hose houses.

'PVNGS UPDATED FSAR PLANT PROCEDURES F. Maintenance and Modification Procedures Maintenance procedures provide detailed instructions for the accomplishment of important maintenance func-tions as well as for major evolutions performed by station maintenance personnel. Procedures for major repair or replacement of equipment and schedules for preventive maintenance are provided.

G. Material Control Procedures Material control procedures are developed to provide for procurement, documentation, and control of those safety-related materials and components including spare and replacement parts necessary for operation, refuel-ing, maintenance, and modification.

H. Station Security Procedures Station security procedures provide for the implementa-

tion of the security plan (refer to section 13.6).

I. Fire Protection Procedures Fire protection procedures are provided to instruct applicable station personnel in methods of fire prevention, firefighting, and maintenance of fire protection equipment. Procedures provide specific instructions to members of the fire team in firefighting techniques.

In addition to the above, limiting conditions for operation, action statements, and surveillance requirements for the fire protection program will be established within the PVNGS Station Manual. This will provide the same level of protection as described in the following sections of the Combustion Engineering Standard Technical Specifications:
