89-A-056-026 The referenced letter submitted a Justification for Continued Operation (JCO) of the PVNGS units based on information concerning events in which Control Element Assemblies (CEA) dropped or slipped into the core during CEA motion.
It provided a plan for operation and corrective action based on events and testing which were known at that time.
The discovery of grounded coil assemblies in Unit 2 on October 14, 1989 has caused APS to re-evaluate the operating plans if ground faults are known to exist in CEA coil assemblies and to modify the JCO.
Attached to this letter is Revision 3 of the subject JCO.
Based on a discussion of Revision 2 with NRR and Region V personnel in a phone call on October 20,
- 1989, APS has clarified sections in which the Staff had questions.
