PVNGS Schedule for Implementation of the ATWS Rule File:

conference call on June 28,

1989, APS and NRC Staff discussed the schedule for implementation of 10 CFR 50.62 (ATWS Rule) by APS'.

The Staff.was interested in our ability to improve upon the schedule provided in the reference letter, which was the third refueling outage for each unit.

APS told the NRC that the Design Change Package (DCP) draft revision for the Diverse Scram System (DSS) was scheduled for issuance on August 15, 1989 and the DCP would be issued on November 10, 1989.

Based on these

dates, the current schedule for implementation is as follows:

Unit 1 Prior to restart from the third refueling outage; Unit 2 -

Prior to restart from the second refueling outage.

This date depends on completing the design work on time and having material available.

APS will update the Staff by.the end o'f October 1989.

Unit 3 Prior to restart from the second refueling outage.

161-02181-WFC/ACR/RAB August 6, 1989 The Diverse Emergency Feedwater Actuation System (DEFAS) was discussed.

Since the design of the DEFAS is still being discussed by the Combustion Engineering Owners Group (GEOG) and the Staff, we could not provide a firm date, but that it was certain it could not be implemented during the Unit 2

second refueling outage.

The NRC acknowledged that a meeting between the GEOG and the Staff would be held on July 12, 1989.

They stated the question such that if agreement were reached on July 12, what would be the implementation schedule.

APS stated that for Units 1 and 2, it may be possible to complete the modifications prior to the restart from the third refueling outage, and the Unit' modifications may be completed prior to the second refueling outage.

The design which is under discussion is conceptual and will have to be adapted to PVNGS.

Since the design is not firm for

PVNGS, the schedule appears tentative,

however, we believe it is possible to meet it.

The current schedule for,the refueling outages is as follows:

Unit 2 Second Refueling First Quarter 1990 Unit 3 Second Refueling - Second Quarter 1991 Unit 1 Third Refueling Second Quarter 1991 Unit 2 Third Refueling Third Quarter 1991 This letter confirms the telephone call held on June 28, 1989 and responds to Mr. Terence Chan's request to update the referenced letter.
