89-045-419 Palo Verde Nuclear Generating Station (PVNGS)

Management has scheduled an independent Maintenance Vertical Slice Inspection to begin in

July, 1989.

This inspection will be conducted under the cognizance of our QA organization.

The inspection team will be led by the independent contractor who has specific experience performing NRC vertical slice activities.

Our decision to perform this inspection is based on our need to better assess the maintenance area in light of "lessons learned" from the Units 1

and 3

incidents and our desire to take strong management initiatives relative to critical self-assessment.

It is our understanding that the NRC.encourages utilities to take the initiative in the area of self-assessments.

Our plan to perform a

self-initiated. independent maintenance inspection

-is in concert with this understanding.

We have contracted with Environmental and Energy Services Company (ERCE) to assist us in performing this assessment.

Mr.

Gary Overbeck of ERCE will be the team leader.

Mr.

Overbeck has participated with numerous NRC inspection teams including maintenance inspections.

ERCE will furnish two additional team members with maintenance experience.

PVNGS will have at least three personnel functioning as team members.

June 27, 1989 Staffing the self-assessment team with our people provides an opportunity for them to gain a

better understanding. of the overall process by which Palo Verde is maintained.

An added advantage is that the team members will gain experience in this special inspection technique, whicn can be carried forth into future self-initiated assessments.

Palo Verde also recognizes that participation by experienced consultants in self-assessments can provide added objectivity and. thoroughness.

ERCE will provide training on self-assessment methodology to approximately 50 PVNGS personnel in early July.

The actual inspection will begin in late.

July and will be performed on Unit 1, with lessons learned from Unit 1 being applied to Units,2 and 3.

We would like to take, this opportunity to extend an.

invitation to the NRC to participate with us or to overview this inspection.

In any event, the results of this self-assessment will be made available to the NRC for review.
